That is a
Ctenochaetus hawaiiensis (Chevron tang) juvenille colors. They're very drab once they turn into adult colors IMO. They also attain a size of 8-10", and IMO are no way comparable to a flame angel.
As many have mentioned in this thread most angels are "hit or miss", but keeping them very well fed, with plenty of tankmates (no boredom) will help, however I steer clear of any "puffy/fleshy" coral like brains, acans, micros, etc.
