Alright we doubled checked all the bulb seatings. Also got a multimeter which indicates that all the wires are properly working. Also tested the power and the power is flowing to the unit.
The ballast doesn't make a sound when it's plugged in. Nothing flashes, nothing does anything. At this point I wonder if I just got a completely dead unit.
