Yes velvet but the spots are real small like dust and usually a lot more of them. It's possible you are still seeing ick can you post a pic of it. Keep in mind the hypo you were originally at would allow new ick to infect your fish now that your at 1.008 (as you mentioned ) you should see an improvement within 7 days from the time you hit 1.008
