Vodka dosing can reduce phosphate if there is also free nitrate in the system. Additionally, carbon dosing doesn't remove nearly as much phosphate as it does nitrate. A ballpark figure of 16 parts nitrate to 1 part phosphate is a decent proportion of reduction to use when considering your options. Many have said they used a little GFO when carbon dosing.
