While it is quite possible to keep a pair of ocellaris or percula in a small tank, 10 gallon as a permanent home for them is really pushing it.
A pair of Stonogobiops (yasha, nematodes, dracula,...) with a pistol shrimp should be okay in a tank that size, though 20 gallon would be better.
