Depending on the speed you run it at, you can submerge the drain but I would recommend having it at an angle so that a little bit of the edge is expose to air to prevent a siphon. And no, it's not really loud as long as the pipe is an an angle. If you fully submerge it, it's possible you will get a siphon which can cause the level inside the skimmer to rise and fall. With the skimmer running the recommended 28-32w, I don't think you will have siphon issues even with it submerged.
