To some extent, yes. Larger tanks still need a proportional amount of flow in the display. I would still recommend to shoot for at least 20x turnover in the display.

As for turnover through the sump, a couple times an hour is probably sufficient. You just need to get enough turnover for heaters, skimmer, reactors, dosing, etc.

Are you just being theoretical? If you have dimensions or gallons in mind, we can probably help give you more specific information.

This holds for how much water you are returning to the tank, not the circulation within the tank. Large tanks are a lot more stable than small ones, so IMO you can go toward the lower number. Your skimmer won't be quite as efficient though since it will be cleaning already-cleaned sump water.
