Live rock cycle
I had about 150# of live rock from my 210 that i had to tear down for a move. Ultimately i let it dry out. I have now got the 210 back up and running. Im puzzled because i am cycling the rock and after 3 weeks i am reading ammonia at 0. I put a couple shell on shrimp in at the beginning. That seems really fast for a 0 reading....is it possible that its ready to go?

I'm not surprised but I would double check your tests kits if they are not new.

Have you registered ammonia at anytime during the 3 weeks?
If you saw a spike in ammonia and nitrites and then they both went back down to zero then its cycled... If you haven't seen any level of ammonia over zero I would be cautious..

Add some Dr Tim's bottled ammonia and monitor how it processes it. Much more controlled than a shrimp
