Got me thinking on how to mod this.

Not sure what you have in mind but these are high bay fixtures. See if they would be any closer to what you are looking for.

I guess the downside to either of these is that you will still have to buy bulbs.

Wrong ballasts , bulbs & no reflectors. Wouldn't start with that unless it was free.

The problem with high bay and shop lights, is that even when they have reflectors, they are designed to distribute the light out as far as possible, whereas most Aquarium lights direct as much light as possible down.

Sorry but a "high bay" is not designed to distribute the light as far out as possible.

Yep. Bought a Sunleaves hydroponic T5 fixture and it is simply a floodlight. The reflector is nice but the wrong angle. Plus they have workhorse ballasts (not sure what the fixture has you linked to)
