ATI PM T5 fixture 2 channels not lighting?

Can anybody help me out with this. Perhaps I have a ballast problem?

I noticed two channels on my 10 lamp ATI powermodule were not lighting. I decided to replace all 10 lamps. Upon replacing the lamps the same two channels will not light. I tried moving around some of the new lamps but the same two positions are not lighting. These are not the two channels on the separate ballast, they are 2 of the 8 channels on the main ballast.

Is this a ballast problem?

yes, probably a bad ballast. Those 2 bulbs look like they're on the same channel.
