Phosphate problem

I'm having a minor phosphate problem. I currently have a torch, a hammer, a rainbow back, a scooter blenny, and a frog spawn in my tank. I'm curious if a black out will harm any of my corals or fish. Also I looked into a sugar trick but I'm still uncertain about that. Please let me know what my options are thank you

Why do you think you have a Phosphate problem?

And what will having the lights out do to fix it?

Current Tank Info: 120 mixed reef with 40b sump, RO 150 skimmer, AI Sol Blue x 2, and a 60g Frag Tank with 100g rubbermaid sump. 2 x Kessil A360w lights, BM curve 5 skimmer

I'm having an algae outbreak and there is green on almost everything. I believe it is hair algae and I tested the water and my levels were about .25 after a 20 % water change on Friday.

Phosphates get their nutrients and food supply from lights correct? I read it somewhere that turning the lights out may help
