Sump size included?

I am in the process of deciding what to stock my tank with.
All fish have minimum litre/gallon requirement for the tank, when looking at these do you count the total water volume or just the DT size?

I have a 55g/200litre DT and a 23gal/90litre sump.
Total water volume would be around 70gal/260litre

There are many factors at play but they all boil down to swimming space for the fish or territories for territorial fish like clowns. So no the sump is NOT included when considering what fish you can stock.
