please help with delay for pump and skimmer

I am trying to get my main pump not to start immediately following a power outage. I believe my coding is correct. For some reason it still starts immediately. Please help.
Coding below.

Fallback ON
Set ON
If Power Apex Off 002 Then ON

I have the same issue with my skimmer... It immediately comes on after power is restored..

Fallback ON
Set ON
If Output Return_Back = OFF Then OFF
If Output Return_Front = OFF Then OFF
If Power Apex Off 006 Then OFF
Defer 010:00 Then ON

Please help. Thank you.

I turned off the breakers that run my fish room. Waited a few seconds and then turned them back on.

As soon as the power is on both the pumps and skimmers start immediately. There is zero delay.

any help will be appreciated.

I have my skimmer set so if my return pump goes off it goes off, and when the return pump is turned on the skimmer is delayed in turning on.

here is what i have for my skimmer

Fallback OFF
Set ON
If Output Return_Pump = OFF Then OFF
If FeedA 005 Then OFF
If FeedD 005 Then OFF
Defer 003:00 Then ON
If Leak_1 CLOSED Then OFF
