A Rock anenome has capability to move where it wants, so it's not reccomended to touch them at all. Many times they like rock faces, vertical cliffs, the glass...etc

Certainly looks quite unhappy to me, looks like insides extruded.

Everyone else in the tank normal?

They are quite particular about their environment, what are your parameters?

Rock anemone are very well tolerance to various light and flow conditions. He seem unhappy. I see this other anemones when the water condition is poor, like no water change for a while. Once it happened, it is hard to get it to revert back to normal, even with multiple water change. Keep up with providing good water for him and hope that it go back to normal.
