I purchased a Feit 9 Watt A19 with Red and blue diodes how strong is this bulb? Its in a reflector hoping it enhances the 9 Watts how close to the screen should I go?

I don't believe that bulb will work well. To get you in the ballpark, you should look for a bulb that uses red (660nm+/-), directional output to focus on your screen, and capable of actual output equivalent to at least 1/2 watt per square inch of screen. The screen should be about 24 square inches of illuminated screen for each cube of food to be fed per day. This is a major oversimplification of lots of research by other smart guys. More info in the Advanced Section in the Stickies. They definitely work well!
