Refugiums can be used in many ways, but generally they are used to benefit a display tank, and are plumbed into it.
The most popular function is to grow macro algae in it, to outcompete ugly algae in the display for nutrients. The second most popular use is to provide refuge for pods to grow without predation. Ideally, it would gravity feed into the display, so the pods don't go through a pump. But lots of folks put it in the sump or beside it. Some pods can survive going through a pump and fish are likely to eat fresh dead ones anyway. They can be used to house a mean fish or a bad crab. Pretty much any time you want to separate something from the display, but keep it connected, so they share water and plumbing.
