Pvc cement in bulkhead
Should i cement my pvc into the bottom of my bulkhead? In the over flow i will leave it un cemented. However i have a small concern that the plumbing may "pop" off someday

If you can find a union that is small enough to fit through the nut for the bulkhead, sure. If not, I wouldn't. You won't be able to remove the bulkhead from the tank without sawing it off.
Teflon tape works pretty well, that's how I did mine.

Threaded bulkhead or slip fit? I wouldn't trust slip myself. Threaded just use the Teflon for sure. Slip cement on a short pvc pipe and cement a slip fit union to that, and next time buy a threaded.

Yes you absolutely should glue and pvc fittings that are in air...any in water do no need to be..

if they're slip, cement them in place.
just to be clear, i'm talking about on the dry side of the bulkhead, heading down the drain in to the sump. often i will buy threaded for drain lines (never supply lines), just to make it a little easier on me. but if i happen to be doing slip fit, i always cement, and usually leave a few inches of tail piece if possible, just in case i need to replace it later.

I just went and bought some slip x thread bulkheads. I like to be able to remove if needed
