Blue Angel not eating

Brought a 8 inch Blue Angel about 2 months ago.. first month was fine .. eating brocalie, flakes and frozen mysis shrimps. Now it seems to have stopped for the last 7-10 days. Have tried blood worms, different flakes feeding in the dark - just swims past the food.... 300 gallon tank part of 1000 gallon system. Water just changed... all indicators fine... PH 8.28 - 8.35 over a day. two small blue tangs and yellow wrasse in the tank - no signs of any aggression or social problems. Have just moved some live rock into tank but still dosent seem to have made any difference. Added vitamin b and c last week ... running out of ideas

Looks like the angel has fin rot to me

Ragged, torn, or missing fins
Research:
a) Fin Rot and Tail Rot (bacterial) - most likely from picture
b) Marine Ich (parasite)
c) Ammonia Poisoning in marine fish
d) Uronema (parasite)
e) Brooklynella (parasite)
f) Marine Flukes (parasite)

How was the fish quarantined?

didn't quarantine the Angel. Large tank with only a few other small fish. It seems to be hanging on in there. i have been adding vita chem and also garlic to his food. i never see him et but its been a month so he must be eating something. Dont really has the facility to quarantine or treat separate.
