Can I put a gate valve to regulate my 70RT?

Can I down-regulate the flow from my Iwaki 70RT without damaging the motor? I just moved my sump to a basement with a 10ft rise. The head loss calculator estimates 1136 mph with all plumbing considered. Installed, the flow seems too high for my sump with the new pump.

The problem I'm having is a mild surging effect, that I think takes place because the return chamber in the sump is a bit too small. I'm not sure that's it, though.
I did not have this issue with the Sicce Syncra 5.0, which it was running on as an in-stand sump.

Any input would be greatly appreciated.

No problem with a valve on the return, NEVER put one on the suction side.
