No. You can't start stocking until your tank reads zero for ammonia and nitrites. Even then, it's generally best to wait another week after your ammonia and nitrites get reduced to zero within 24 hours.

Nitrites have to go to 0. The appropriate bacteria are not yet fully colonized in the tank yet.

Cycling can take several weeks, even on a small tank. I would wait until your ammonia levels have come down to zero. Nitrite isn't much of a concern to marine fish but it is best to let the tank complete a strong cycle before adding livestock.

If you persistently read ammonia, try another brand test kit.

Be patient....that's the best thing to do.

Dosing with fish food doesn't give it enough ammonia. A small piece of shrimp or pure ammonia would have worked better.

It has to spike, then drop to zero and stay at zero.

You keep asking what to do and they keep telling to wait longer and let the cycle truly complete. How long has this tank been up and cycling?

Okay, just in case you missed it the first couple of times someone said it this iis the general consensus of what you should do:

11 gallons is small for a clown.

Just remember ammonia screws up PH and PH, with the exception to a degree of KH, is the be all and end all of everything in marine aquariums!

Because it belongs in a tank more than 10x the size of yours.

Do not put a tang in a nano tank. Take it back.

If you want a large species in your tank then you should make sure you know some one who will take it once it is getting a bit big or take it back to the shop once it is to big. I have a juvenile imperator in a small 2 foot tank with a pair of latz and a tang and a coral beauty. They will remain quite small and 9 times out of 10 will go to adult very small because if this.
If it is not a predator most other fish species will slow in growth astronomically, I had a semicircular angel fish that I got at a thumb nail size and it was 4 inches long at full adult colour ten years later.
Many fish species can exist nicely in a tiny tank that as adults, are far to big for that tank.
The stress from doing this is reduced greatly by you providing a hard working bio system to avoid any stress from a weak system and make sure that if you squish them in, they are personality matched so that they will not harm each other.

Unless you have life in there that you don’t want to go to the next tank, then reusing is the way to go.

Slow nitrite oxidation is usually due to an early days cycled tank, not enough flow or you do not have enough media for the bacterium to exist on.
