Black stinky stuff at bottom of rocks

what is this black stinky slimy stuff down there that smells rotten fish.

You say that like its very common.. (its not)..

Black could indicate a buildup of hydrogen sulfide (typically a rotten egg smell)..
Could just be a darker sponge growth..

they are near the sand bed and the bottom of rocks. Its not a sponge. How to stop it?

It shows up by leaving a rock in saltwater for days without flow. It is hard to post pics due to a slow internet.

Yeah that can be pretty common as stagnant water can cause all sorts of black/white film/bacterial growth/dying organisms due to lack of oxygen,etc.. blah blah blah

Why are you concerned about this?
Its never a good idea to have stagnant water and you absolutely never want to leave a tank without good flow..

I feel like there is something off and not normal about your questions.. Why is that?
It always feels like there are important contextual pieces missing..
Your question first seemed to imply (due to lack of any other details) that this was an issue in your aquarium.. Now you just talk about stagnant water/rock..

I'm just confused as to what you are really doing here or what problems you are really having..
