Dragon Eel might eat them, and it might not. The only fish I would keep with a Dragon would be a school of damsels so they could be easily replaced as they get consumed.

I lost a 36" japanese dragon eel i had for 4 years because a fuscus triggerfish nipped his antena off durring feeding.Dragons aren't as mean as you think.because of their head structure their eyes are very exposed mine would only mess with pray that could fit in its mouth.

I think you will be fine. I have triggers and eels. However, I target feed all of fish so its not a free for all. If you just dump food in the tank they end up going for the same piece of food and a bite occurs. Target feeding helps to control this.

I also feed different fish in different locations. I feed the triggers on one side of the tank and the eels on the other side. It sounds odd but it works.

It depends a lot on the type and size of trigger. I've kept a few diffferent triggers over the years with different morays and had no issues. I have a green lion, yellow tang, devil scorpion, and puffer in with my dragon. I would probably go with triggers in the Xanthichthys family rather then some of the more aggresive types though.
