PB832 question

Hey guys and girls.
I got a 2nd hand Apex and PB832 as a gift.
Other than some normal wear and tear the Brain and display unit seem to be ok
The PB looks like it got water in it.
I noticed the fan inside the PB is full of crud.
I broke it down cleaned it but it won't spin
I found the identical replacement but I'm not seeing it power up. Not sure if it only runs when called for or if it runs constantly.
Can anyone look at theirs and tell me if its on all the time?

I can't tell if mine are running all the time, I have (2) EB832's. But I do know for sure, that when my (2) 250w DE MH come on, I can hear the fans spool up!
Once the lights are running the fan noise goes away.

Thanks for the response. Hoping that they are only needed when load is higher
