Question for 24 Watt RED/BLUE grow bulb with 252 lumens

How is this LED plant bulb (252 Lumens) better growing algae than a 120 Watt (2000 Lumens) CFL? Does this mean I got to run the LED bulb closer to the scrubber screen or run longer hours?
