Will carbon foul up if left in stagnant water

So about three weeks ago, I swapped out my carbon which is used in a reactor. Somehow for some odd reason, after I filled up the reactor with water, I switched off the valve and stopped flow to reactor. Today, three weeks later, I found out. Silly as hell I know. I've recently been going through some changes been so scatter brained lately it's a miracle I'm even still doing water changes. Heck I even meant to swap out my phosgaurd and noticed a dry media bag next to my Kalk mix! Lol! No wonder I've seen a algae surge. Geez! Should I dump the carbon. Or should I be ok just running some water through it doing a small water change? Thanks for your help. Peace.

I would ditch the carbon. Rinsing it very thoroughly might be enough to remove any anaerobic decay components, but I don't think it's worth the risk.

Carbon is cheap - dump it.
