Do rbtas do well with higher than normal nitrates?

Normally nems like a more nutrient rich tank. If coming from a low nutrient tank, it may not like the change,

my experience says low -no nitrates, better for anemones

My RBTAs do fine up to 40ppm. 30 is ideal for the upper end, 20 would be best. They get their nutrients from photosynthesis, which requires nitrates and good lighting and/or feeding. So with zero nitrates, you will have to feed more often.
